Arrest made in Monday murder
Killing was city's fifth of 2008

The Bogalusa Police Department responded to the fifth murder in the city this year Monday and made an arrest in the case within the hour.

Capt. Joe Culpepper said a call came in at 2:46 p.m. that shots were fired in the 1200 block of Ann Street. When officers arrived on the scene, they found Terrence Harris, 28, 1224 Poplas St. lying on the side of the street with multiple gunshot wounds.

Emergency medical service responders, who arrived with the police, began lifesaving efforts and transferred the victim to Bogalusa LSU Medical Center where he was pronounced dead.

Harris was reportedly killed by a man who drove up, got out of his car, argued with him, shot him several times and fled the scene.

“The initial responding officer was able to get a name and vehicle description for the shooter,” said Culpepper. “He passed that information on to other responding officers and to the WPSO (Washington Parish Sheriff’s Office).”

Within about half an hour, WPSO detectives had located Curtis A. Keil, 36, 711 City Limits Rd. They contacted the BPD who responded to City Limits Road, took him into custody and charged him with second degree murder.

The word on the streets is that the two were arguing about a woman.

Culpepper said Keil and Harris did “have a history.”

The murder is the fifth in Bogalusa this year. All have been solved, and Culpepper said there is no cause for general alarm.

The perpetrators did not just kill people indiscriminately, he said.

“The murders were not random,” said Culpepper. “They were all isolated and deliberate.”

    " Terrance has been my neighbor and friend every since we were in elementary school. We went to school together, played outside together and when I was away, we always kept in touch. We were together everyday this summer. He helped me load our uhaul to move to Texas. He will be missed because he was a definition of a true friend. He didn't harm anyone. He would make me mad at him and then he would smile and I wouldn't be mad at him any more.He gave me the name T-Slim back in the day and we carved T-Rain & T-Slim 4-EVER in the bleachers at school.
